It's the local state championships not the national league, that doesn't start until May. You can get non-league sides in the state championships.

That wasn't the league. Santos just played a fourth division side at home in the cup. In terms of actual playing quality, it's more like a PL side being drawn against a sixth or seventh tier team, and that team not putting up a challenge.
