That was always purported to be Connery.
Connery Schmonnery. Far too serious. Can you imagine Connery saying anything similar to the following?

My acting range? Left eyebrow raised, right eyebrow raised.

I enjoy being a highly overpaid actor and Being eternally known as Bond has no downside.

Top man was Sir Roger.
 
Roger when he’s carrying Tanya down the extension ladder in the building fire and the tramp drops his bottle best bond scene ever.
 
I'm no Roger Moore fan but I can see the OPs point.
When you think about the movies, not the books, Bond films are about the ridiculous.
Cars that disappear, guys that kill people with a bowler hat. Etc.
We all surely realise that the world of spydom is absolutely nothing like a Bond film. It's a lot more like Tinker Tailor soldier spy, or, The Spy Who came in from the Cold.
Roger became the very essence of the genre the films portray. A kind of spoof on reality.
Although his lack of acting ability shone through, his clownery made it what the producers wanted. Family fun, adorned with comic baddies.
I'm surprised the Penguin and Joker didn't appear somewhere.
