The government, councils, the NHS etc have never accepted responsibility for their failings and never will.

The problems in this are multiple. Public service staff have to chase 'targets' that lead to good PR sound bites. This then leads to the more problematic situations being left; the ones that might cost more money/resource. And, after all, who cares if some gobby problem girl falls by the wayside? Wouldn't she have done anyway? That's not me saying that by the way, it's just a harsh reality.
I saw this in my own sister, years ago. She had been in care for years and her behaviour was odd. She was constantly seeking ways to manipulate for reward. She was damaged beyond belief by the whole system.
