Generally speaking every art tool uses the same ( or very similar ) set of algorithms to create an effect. If you blur an image ( or part of an image ) for example, the pixels are manipulated in set pattern that create that blur, they look spot on to the naked eye when done well but do leave a “fingerprint” that can be detected when analysed.

There is a lot more too it and a lot more levels of what can be detected, if you cut a chunk from one pic to another you can detect the lines of the cut and which blur used to blend it in etc.
