Imagine them trying to fire one and it blows their own up!to be honest its entirely likely a lot of there nuclear arsenal is useless at this point too. I was reading earlier it only takes one of a few thousand wires to be slightly degraded vs others to result in a dirty bomb rather than nuclear explosion.
