Why would he change?

As long as he has someone/something to blame he will order his population to accept this as the truth and prohibit any other view.
He has an good relationship with Iran who have just started executing protesters.

So the chances are that when a scruffy former PM publicly says that Ukraine needs certain weapons he’s showboating, because he should be well aware of the process that needs to happen before a weapon is delivered. And it’s fairly likely that all of Ukraine’s staunchest allies are already going through the process of making these decisions about which weapons can be provided that will help the war effort rather than add a logistical nightmare to distract Ukraine from their primary goals.
