I don't know but Russia has always had a problem accessing the Altantic. It needs to traverse the Baltic in frm St. Petersburg, or the Black sea and the Med from the Crimea or going around the top of Norway.

I do know that for the last 6-7 years or so the Police have regularly been arresting foreign nationals for taking photos of sensitive installations, sometimes with drones.
Late last year two Swedish brothers who were high up in the military were arrested for espionage.
There have been a couple of DOS attack on banks as well.
