Presumably these people are getting bumped off because Putin perceives that they are a threat. The issue is the more you go round killing top level officials whi have power and influence the more likely that:The director of the Interregional Fuel Union, Vyacheslav Rovneiko, who was found dead yesterday, became the eighth oil and gas magnate and the eleventh Russian top manager to die under strange circumstances since the beggining of 2022.

You piss some one off to the extent they really put serious time money and effort in to killing you.
And as you go round killing these people the loyalists might start to think that ultimately this is not going so well and maybe there’s a better way.
