Yep. Apply the same logic back at them. Frees you up to act accordingly, as it's now 'your territory'. Each km gained allows you to deploy your forces and base of attack further into russia.

In fact, not looked at the map but if they make excursions far enough into Russian territory, could they cut the disputed area off anyway?
Siege the orcs out of Ukraine - can always give it back when mission accomplished/use in negotiations?

Use it as a buffer zone, I'm sure there are some historic Ukrainian ties to Kursk and a need to protect a minority from russian aggression they can use as a reason for keeping it.
