Any weapon system that contains any US parts or technology is subject to ITAR regulations which means the US government can specify who they can and can’t be exported to. It’s a huge deal in the defence industry and a lot of effort is made to make products in the UK and elsewhere that are free from ITAR constraints, however Stormshadow contains US tech and is subject to ITAR and therefore needs US permission for them to be sent to Ukraine.

I thought the issue with Storm shadow is that the identification of targets and their coordinates are supplied via American satellites, which is why American permission is needed

I think it’s more that the detailed accurate mapping data in the missiles is sourced from the US which makes them ITAR. Without that data the missiles are less effective. Also I was reading that some batches of missiles also incorporate US components. Whether that’s true for those provided to Ukraine I don’t know.
