It's not as though Russia doesn't try to assassinate people though so "Quid Pro Quo" in my book.
They tried to get Zelensky and members of the ukrainian high command in the opening days of the war and have continued to try. They have only managed to kill a few lower level folks in the Ukrainian command structure since though.
Calling down missile strikes on specific buildings highlighted by agents being their favourite trick.

Oh I agree, I think what Ukraine is doing is fully justified. Shame that can't get at those right at the top.
