Am I right in thinking that the eastern breakaway was not driven by popular demand but by one political faction?Because a lot of the people in the yellow bits, don't want to be, and aren't russian, which is why they're putting up such a fight to stop it.

I don't think debt or loans are really relevant when it comes to FFP (almost as if it was invented by heavily in debt clubs). Chelsea's spending would still be entirely based on their income that year, and clearing a debt isn't adding extra income into the club (although it would reduce some of the expenses).
