Russian invasion of Ukraine

Does anyone on here know if the west has started to use all the Russian funds that were frozen at the start of the war to rearm Ukraine. I know it was talked about in some quarters a year or so back ?

The European Union announces a 35 billion euro loan to Ukraine, supported by frozen Russian asset gains
Since the outbreak of the Russia Ukraine war in February 2022, the European Union has frozen approximately 200 billion euros of Russian assets. On September 20, European Commission President von der Leyen announced in Kiev that the EU would provide 35 billion euros of loans to Ukraine through the interest income of these frozen assets. She stated that the relevant proposals have been passed and funding will be quickly disbursed, which is an important step for the EU's support for Ukraine.
Currently, about 90% of frozen assets are concentrated in Belgium and managed by the international fund custodian Euroclear. In May of this year, the 27 EU countries reached an agreement to use the interest on assets frozen by the Russian central bank for aid to Ukraine, which is expected to generate 2.5 to 3 billion euros in annual revenue to support Ukraine's military and post-war reconstruction.
