I didn't follow the Skripal case but knowing Russia wouldn't hold back to murder dissidents abroad i would be far from surprised if true.
I followed up a bit on Boris Berezovsky's run to England and his fight against Putin until he "inexplicably hanged himself". Even Russians would hardly deny that it was Putin who had ordered his murder as it's simply too obvious.
Besides the likes of Berezovsky and Putin come from a a background where murdering political opponents is as common as siping some thee. Backstab central so to speak, not in the least because Berezovsky was a major influence in getting Putin into power only to be shafted by Putin about a year later. As such afaik it's not even uncomman anymore for dead Russian gennerals to beach temself on a Turkisch blacks sea shore.
