I take your point, but I think a lot of this could be solved if the Club didn’t have incredibly high matchday prices to start with. If Forest had returned the upper tier, for example, there would have been around a £15-20 gap between what City fans were paying in neighbouring blocks in South Level 3. That’s before you consider the £35 membership to begin with.Whilst that is a benefit to the fans purchasing the £30 tickets, I don't think it helps fill the rest of the stands and possibly discourages it too whole people wait for the cheaper tickets to become available.
Plus, I'd rather have the 3rd tier of the away end empty rather than parts of the rest of the ground purely for aesthetic purposes.
I think it’s also fair to say that most matchday members don’t have the liberty of waiting for cheaper tickets, given the Club’s All Games on Sale policy. A reversion to the old system, or at least one that released tickets a few months in advance, would probably be much fairer for members.
