We need to figure out the number of bodies that have now been discovered within the canal and look into the dates they were discovered.

And we have the mob and gangs still doing their work. There's something going on there. You've got someone with blood lust looking for an easy target. Walk the canal at night, see someone leaning over a railing puking or just stumbling along alone. Little push, little submersion. Bingo, "drowning death" and he gets his jollies off for the evening.
