They're actually hollow- point bullets, which are designed to expand on impact ,thus causing more damage to the surrounding tissue they hit, and also transfer more kinetic energy in the target,which is like being hit by a shock wave.
They are widely used by U.S. Police Departments and other law enforcement agencies.
The idea is that you only need to shoot a felon/ criminal once or twice,and that will be enough to neutralize them, whereas full metal jacket type ammunition will not have the same "shocking" effect on them,and will require many more wounds to subdue them.
So in effect, you are doing the perps a favour by only shooting them a couple of times with hollow - point bullets.
And you are correct in that they are banned for use in international conflicts, banned by something like the Geneva Convention in the late 19th century.
The jist is that a soldier fighting for his country is an honourable fighter and there are certain weapons that should not be used against him, ( the Germans did not like the Americans using double 0 buckshot in shotguns during trench warfare in WW1,and tried unsuccessfully to get them on the list of prohibited weapons) and hollow - point bullets are on the banned list.
Violent criminals on the other hand are not classed as honourable men, thus it is perfectly legal to shoot them with hollow - point bullets.
