For me, any attack of this sort is an act of terrorism, regardless of who carries it out.
I guess what they mean it's not carried out by someone liked to a terrorist group, and how would they know that just hours after the incident? You would need to do some real digging to find out if they are linked to terrorism. There's no way you could conclude that in hours. You would need to check any technological devices they have, recover any deleted information, check who they associate with etc.

CC Kennedy just said detectives are working in liaison with Counter Terrorism (CT) officers-it’s v early in the investigation. Trust the police on this.
