For me, any attack of this sort is an act of terrorism, regardless of who carries it out.
I guess what they mean it's not carried out by someone liked to a terrorist group, and how would they know that just hours after the incident? You would need to do some real digging to find out if they are linked to terrorism. There's no way you could conclude that in hours. You would need to check any technological devices they have, recover any deleted information, check who they associate with etc.
There's no way that can be determined within hours

Lets be honest here, as soon as someone says terrorist the first thought for most people is muslim.It’s becoming a worrying trend that has immediately after news breaks of any sort of atrocity they make the “not terror related” statement

The last thing the community needs is any racial tension so best to play down this angle at the moment.

For starters the suspect is 17-the police cannot give his details because 1) they wouldn’t 2) he’s a juvenile and they can’t by law.
