If you could teleport from Earth to 100 million light years away, and you had a theoretically powerful enough telescope where you could see the minutia of Earth's creature that didn't degrade and passed through clouds and have a massive magnification where nothing passed between your line of sight then yes, you could theoretically see 100 million years into Earth's past.
The stars that you see in the sky are not "live" images but an image of how looked in the past. When you look at the Moon from Earth, you are actually seeing the Moon as it was about 1 second ago
