Now using the principle of simplifying things to the lowest form, replace the word God with the Big Bang.
 
Theoretically with a telescope that powerful yes although I do not believe such a thing is possible. We may be able to see the Earth as it was back then from a broad perspective but not to the extent of dinosaurs. At a certain point there is too much dissipation of light which can not be breached theoretically ie. the light has traveled too far. The light given off by anything individual would be almost impossible, hell even seeing a continent would be hard.

I think it's safe to remove the word smart from that. A light year is a measure of distance, not time.
