Oh it's the Co-op arena, alright, but those 'blocks' are just concrete. There doesn't appear to have any notion of windows, just blank concrete!
They are the ‘cores’ to hold the whole thing up, I think. The stadium improvement thread has a lot more about the development
I wonder what HRH Brian thinks about it. I bet he would regard it another carbuncle. I hope there's some 'cladding' going on. It must be the most hideous construction in the whole of the city at the moment.
I think they're the lift and stair blocks, they'll need to be fire proof for evacuation purposes so putting windows in them would defeat the purpose :(

Those spirals look at least 3 times the size of ours. Would be the death of a fair few fans if they had to climb them!
We do have lifts, they will need more.
