Looks a bit of a mess from the inside.
 
Liverpool are actually completely dismantling their current Anfield Road 2nd tier at the end of the construction process, so the tier will be completely brand new and not joined up with the old one. You can see it here:

Interesting, I hadn't realised that. I guess it's actually more simple to do that than bolt it on as you would then have to connect in all the internal accesses/bars etc. Makes sense to have that all provided in the new stand and then remove the existing element and connect in. No idea whether our NS expansion could work similarly.
