I can't see anyway it could be against the law anyway. Maybe if they took your money and then refused you entry to a game you'd paid for, you'd have some sort of recourse. But the way it stands, you could fail to attend the first 18 games and there's no suggestion they wouldn't let you in for the 19th.
I'd be interested in our resident lawyers' views on this but I studied Contract Law as part of my degree and the key concept in this is Offer & Acceptance. A key part of this is that the offer must include clear and definite terms. If City offered you the renewal of your season ticket but didn't tell you the price until you'd accepted, then that contract wouldn't be legal.
I'd say that the renewal letter is the offer in this case, but some of the terms that now apply to the contract were not stated as part of the offer. If City knew they were going to impose these restrictions then I'd say that was misrepresentation.
What might have happened is that the PL made it clear to clubs that their ridiculous rule R.16 would be more strictly enforced this season, but only done that after renewal had taken place at clubs. I know some of the issues around not being able to change your 3 nominated non-members were due to constraints in the ticketing system and the required upgrades won't be in place for a few months.
This isn't the first time this has happened. At the start of the new digital ticketing system the club announced. it wouldn't charge for upgrades, but that wasn't a deliberate choice out of the goodness of the club's heart. The system just couldn't process them.
But even if it was the case that the PL made a late demand, the clubs should have pushed back on legal grounds, as it would force them to change their terms and conditions on accepted contracts.
City Matters needs to have this discussion with the club as I don't believe they can' change key terms and conditions after fans have accepted the contract.
