I'm willing to wager that he gets absolutely no ban, off anyone. The PL will pussy out and claim it's not their jurisdiction so can't ban him (despite that being untrue), then FIFA will claim they don't do retrospective bans. He will get off completely free

No he will get a long ban. This is the world cup and seen by the biggest audience in football. No way FIFA can let someone act so shameless and get away with it at a world cup. This is not the FA. As for Suarez he is not even one of the big stars in the tournament.
