What puzzles me about this is that it has been public knowledge for months, but seems to have risen in prominence greatly in the past few days.I thought she was saying "lying to the media is not against the law".
Which is more true, but goes poorly when combined with "but we weren't trying to pull the wool over anyone's eyes".

Don't know for certain, but the govt are suing to get 120m back from them - maybe they wanted to get their side out before that happens.

I assume the investigations going on behind the scenes had reached a point where they realised it wasn't going away, and they've decided to admit to lying to the media, but go into a combative mode with the Government in the hope that: either the snakes all devour one another and they become a sideshow in a bigger scandal; or they can claim they're simply being scapegoated by more powerful people; or the other Tories try to close ranks around it to save their own skins, and they get let off.
