Oooof. Really, really, really tough call, but I went with "Refugee" out of sheer Yankee jingoism. Had it been "Baker Street" (or even "Stuck In The Middle With You") vs. "Don't Come Around Here No More" (or "Jammin' Me") my head might have imploded. Both men met sad and too-early ends. Lots of respect for both of them as original artists. Two great tunes. So far I think this has been the most difficult match-up for me.
 
Tom Petty had a slightly unfortunate career path. He started with such a superb song as Refugee that he never managed to beat it, despite writing some really good songs.
The off-beat nature of the chorus is wonderfully done and still sounds fresh today.

In case you haven't guessed it's an easy win for Tom as far as I'm concerned

I know many lauded it, but his career nosedived for me personally when he got involved with the Wilburys. Both he (and The Heartbreakers too) lost their edge afterwards. Became too middle of the road.

You have to remember, that for their first two albums they were marketed as New Wave, and called such in the media. The albums after those certainly lost the rough edges, and became more polished and produced.
But post Wilbury stuff like Free Fallin etc bored me to tears.

Cannot beat those early albums though. Class.

So TP&THB over Rafferty for me. With ease.
