The punishment really doesn't fit the crime here. Legia Warsaw could now miss out on tens of millions of pounds, for simply making a mistake on a form. Yet when teams are found guilty of racist behaviour by their fans it's a £10,000 fine. The rules don't allow for any leniency, or for mitigating circumstances. They don't allow UEFA to be sensible, they simply state "Play an ineligible player who was suspended, get thrown out of the tournament".
