Maybe it's to avoid the embarrassment of mandating flying the flag for the fourth one down.Apparently the Tories are to mandate that all Government buildings / Town Halls / Local Government buildings are to fly the Union Jack all the time.
but there are some on here who still dont believe we are sleepwalking into a facist / authoritarian state.
