Why is anyone surprised that the money wasn't forthcoming?
Ignoring the north/south changes, which I'd like to see what the spending was on (are they just claimign HS2!), the pledges were vague and there have been multiple complaints from areas promised funding which hasn't been provided.

More promises that the mouth makes but that the wallet can't fulfil.

Exactly, and if said three year old with exceptional climbing ability came to work clad in a tatty rag shirt the BBC would be sending out the entire staff from Media City for a twelve part dramamentary extolling the virtues of gainful employment.
