Presumably, this is to do with those charter cities or investment zones, small scale supply-side experiments that are designed to turn places like Hull into Monaco.

Might as well mention that I found out yesterday that Kwarteng almost certainly attended a memorial lecture on Ayn Rand a few years ago.

This does not surprise me if the story is true. What the formidable theologian John Milbank once said about Sajid Javid would also then apply to Kwarteng:

"It is extraordinarily disturbing that any mainstream politician should express any admiration for Ayn Rand. We should be concerned that someone like Sajid Javid can now hold high office within the United Kingdom.

I'm still not sure how real growth occurs bearing in mind: we have almost full employment but there are many vacancies. Unless there is a serious review of freedom of movement this situation can not be resolved. As the boss of a large builder stated, "you can lift planning restrictions as much as you like but if I haven't got the staff to build the houses nothing will happen". But hey all those people who voted for "B" knew full well this was going to happen!!!
