Do you mean they don't pay tax in the countries where they operate?
BP pay all “relevant” taxes - all profits from all operations globally are then rolled up into UK where they pay tax on those profits to UK treasury. The UK, as the sole recipient jurisdiction of all profits globally, are in prime position to levy tax across all of them rather than individual countries, such as Senegal unilaterally increasing tariffs - which is really a non starter for them given their economy is overly reliant on oil / gas drilling (~14% GDP compared to ~1% for the UK) and they can’t afford to piss them off.
