How? After the last election, the Tories were “guaranteed” the next decade.
As much as labour were unelectable last time, the tories have done so much damage that the hurt is real and will endure. There's so much bad feeling to last this time.

They clearly were too busy making money elsewhere to notice
I think this turned out not to be true. Someone who works at the House of Commons posted the original saying he hadn't seen it, and thought they'd missed the deadline, but the Department responsible replied to him, saying they had already submitted the changes.
