They are under the barrel now not scraping the bottom. And this is the problem with having ministers - icl the PM - just basically reading a scripted answer based on policy. The thicker than mince minister relies on how much the adviser writing the script understands the policy themselves.

As a general rule, you can present statistics in a way that favours your case.
Ministers will be provided with figures that put things in the best possible light. I know because I have done similar work in my time.
I hate to tell you this, but many people don't care about the underlying reality. It's too complex and scary. They are quite happy to have rust painted over, so to speak. It helps them to believe that we are doing 'better than Germany' and that tax cuts are a reasonable idea. This is like me believing that I am doing better than someone on 100k a year and that I can afford to waste 5 grand on luxuries. A comforting delusion, with an inevitable aftermath in the long term.
