I don't profess to know why Pep said what he said but knowing what we know of him I don't think he'd go out of his way to belittle an opposing team. It's just not his way. I could be wrong though.And City fans never throw their toys out of the pram whenever anyone makes a critical or belittling comment about them? ;-)
But really, you shouldn't take twats on twitter as being representative of any fan base. If you did, you would instantly demand that all football fans be shot on sight. I would say that the vast majority of Spurs fans either couldn't give a monkeys about what Pep has to say or they didn't interpret his choice of words as an arrogant dismissal of Spurs' other players.
