You won't see this in slo-mo but watch it real time and watch Lukaku's run closely. Lukaku gets in front of nastasic and checks his run knowing Nastasic will go into the back of him. Nastasic doesn't put his hand up to shove him over - why would he - but because otherwise he collides with Lukaku. He (Lukaku) initiated the contact - in other words he went looking for a penalty and didn't get it. Plainly Lukaku didn't dive but he tried to win a penalty nonetheless.

Coleman on the other hand puts out an arm to impede Zaba - no other reason. Zaba went down easily (Sergio would have stayed on his feet) but he didn't initiaite the contact - it was a penalty.

Plus Lukaku was running away from goal, whilst Zab had got round his defender ready to shoot or cross, but couldn't as he was pulled back.
