As Home Secretary Brittan, came under pressure to ban the Paedophile Information Exchange (PIE). PIE campaigned for the age of consent reduced to 4 years old. In other words, they wanted to legalise paedophilia. He ignored the pressure and created a policy, which actually protected the paedophiles and encouraged their infiltration into schools
