A chip muffin is referring to the oven bottom muffins they used to sell an Ashton market and various places on the east side of Manchester like stalybridge and Dukinfield.
The picture to me looks more like what's known as a barm cake in areas closer to the centre of Manchester.
I sometimes used to buy a couple when I went to Maine Road in the 70s
It could also be described as a Bap.
I agree that chip butty is chips on two slices of buttered bread from a loaf of bread.
