In the AFL they review all decisions irrespective of whether the umps ( as we call them over here ) pick it up or not.

Which should be the case in the Premier League. But there is less corruption in the AFL, which provides the answer as to why the system has not been adopted.
Fair enough but I can't see why the panel can't review games and make retrospective decisions on such " tackles".
No doubt it won't be looked at , it was such a blatent red card you have to wonder sometimes.
