Time keeping, technology and the premier league product

There are a few things I think could be done to make the game better and more reasonably 90 minutes.

1) Timing done off the field. Is done this way in U.S. colleges and works wonderfully. Ref simply blows his whistle and crosses his arms in the air and official clock is stopped. Everyone knows time is stopped and teams stop time wasting!. If team continually time wastes, it becomes immediately apparent by the ref continually having to stop time and yellow card ensues. Again, it quickly stops!

2) Goal line technology. Long past due, especially given what has been at stake for recent calls (World Cup vs Germany, FA Cup Final, relegation, etc...)

3) A "red flag" review, possibly two per half, from coaches on plays they think are game-changing. For instance, the Zaba "penalty," the Shelvey red card that Evans did not get, etc... Hawk Eye does this superbly with tennis games and video review is used consistently in the NFL to good effect.

I don't believe any of these would substantially affect the running of the game, only the outcomes, by making them more certain and the decisions more transparent.
 
I agree with the time keeping and think football should be brought into line with the other major sports. I'd even suggest that like rugby, after the final 'hooter' has sounded the game continues till the ball is out of play (Pens and Freekicks allowed).

Video replays is a tough call. There is too much at stake in the game now for poor decisions or incidents going unnoticed by the officials that can cost clubs millions.With the technology now available there should be an easy way to resolve this.

Perhaps like tennis where each team gets 1 'challenge' per half. The game continues till the ball is out of play/freekick awarded and the decision is then reviewed.

For example, Tevez is fouled in the penalty area by Evans but nothing is awarded, Mancini challenges the decision while United go down the other end and score.
Play has stopped and the decision is reviewed, the video ref states that City should have been awarded a penalty. Uniteds goal is chalked off and play resumes with a City penalty.

United can't complain as if the correct decision was given they would not have had the opportunity to score.

Refs have an option to book player who's wasting time, they have an option to add additional time on the end of the half and it's usually not a big deal, minute less or more, not a big deal, it's same for both clubs - if one can/can't score other is in same position. If you have defended your goal for 94 minutes, well, be free to do it for one more. Or opposite.

Penalties are hard thing to deal with - most of them are not very clear and interpretation could be different even when watching it on replays. Like United's one against Liverpool - you just can't say that is stonewall but you can't say 100% is not. I would just add options that players can be retrospectively banned for dives and retrospectively banned for any incident that ref dealt with wrongly.

I would add video technology on goal line and suspicious offside situations that produce goals. Let the game to go and if goal is scored and team that conceded wants to check - let them check it. 99% of offside are easily spoted on replays.

Isn't the easiest method for the ref to stop the clock when the ball is dead i.e. out of play, free kicks, penalties etc. That way the match is literally 90 minutes of game time, every game.
 
An average game In play is around 60 mins so reduce the time from 90mins to 65mins stop the clock every time the ball is out injuries and subs coming on have it on the big tv screen so everyone can see it
 
I think they should just give Baconface, the whistle, and the referee kit, and just let him officiate the game as he see's fit.
