Toilet Help

Morning all.

Just moved into our first home. All is well but when you flush the toilet the toilet paper doesn't flush properly and will stay in the bowl. If you pump the handle the issue sort of goes away, but is there something I can do myself to solve this issue or do I need a plumber?

We learnt very quickly to fold not scrunch that Izal stuff. It was good grounding though as I try and use one sheet per shit even to this day. Not my kids though, oh no, they wipe with a boxing glove they've made out of it. Don't know they're born.
