“Although the operating principles of the TV detectors used in these vans were not revealed by the BBC, it was thought that they operated by detecting electromagnetic radiation given off by a TV. The most common suggested method was the detection of a signal from the TV's local oscillator.”

utter bollocks!

Even if true A TV being used for gaming, or watching a DVD or Skyping the kids in Australia gives off the same radiation.

and you need no license do do any of those.

I was wondering about that too. I've never heard of it only applying to watching live TV. My understanding was that the device only has to be capable of broadcasting it.

If it's true, that you only need one for watching live TV the easiest workaround is to use a box that will pause it, even for a couple of seconds, then it's not live innit.

iPlayer was added to the tv licence in September 2016.
You now need a licence to use it.
