I wouldn't go that far. Of course, people should make an effort to pick up the lingo once they settle somewhere, but it's a two-way street. There are millions of English-speaking expats who can't speak the native tongue of the countries they now call home. Life would be much more dull if you had to be fluent in the language before moving somewhere.

How would one get employment in a country that you cant speak the language of?

I think its a requirement to get into Oz
 
Someone should tell these newcomers to our country that when you don't buy a TV licence the police are completely uninterested in the 'crime'.

And despite the fact that the government's very own National Audit Office now officially classes the TV licence as a tax, HMRC aren't interested either.

Some blokes the BBC hires from Capita are, and they have virtually no powers to investigate.

I haven't used the English language, or any other, to buy a TV licence for years.

10% of all Magistrate cases are for TV licence non payment.
