I wouldn't go that far. Of course, people should make an effort to pick up the lingo once they settle somewhere, but it's a two-way street. There are millions of English-speaking expats who can't speak the native tongue of the countries they now call home. Life would be much more dull if you had to be fluent in the language before moving somewhere.

Very easily. I've done it twice so far and will likely do it again in the future. And I've met tons of people in the same boat along the way. As long as you make an effort once there, I can't see the problem. Whether the respective governments should bend over to accommodate such people is another matter entirely.
