That’s still on the ref.
It’s their jobs to make the ultimate decision. He’s lucky to have the benefit of a clear replay - he clearly saw it come off chest and on to arm and deemed it a penalty.
Unless that’s the UEFA ruling then that’s purely a disgraceful decision.
