Man Utd and Spurs are both heavily in debt but through borrowings. The fact the borrowings are for completely different things is besides the point. Boltons debt is from living beyond their means for 10 years.
 
There is the other way to read this of course. UEFA challenge our documentation from previous FFP breach. We give them 100 pages of evidence knowing that it will take them over the 5 year deadline.

So UEFA have to jump the gun hoping they have a watertight case. City then jump in to CAS knowing they couldn't have gone through it all.

Think its 500m but we dont actually know with them being so secretive with there cayman Islands accounts! But debt will ruin a club just say the rags keep dropping down the league missing out on the 80m champs league it would put them in deep shit and just imagine they got relegated thats them missing out on at least 200m the bailiffs be knocking on the door.

Can someone put it in simple terms what's happened for me as i'm way behind on this thread

The UEFA lower chamber asked City questions - the result was the 100 page document. City were promised there’d be dialogue. City heard nothing. UEFA then passed it up to the upper chamber - obviously inferring a level of guilt. City now taking legal action on the basis that the lower chamber did not undertake a proper transparent investigation. I’m guessing Uefa panicked given they were out of time. Suspect we will win in court because I very much don’t uefa have followed their own procedure. Things getting tasty.

We met with them and heard nothing back for three weeks, despite assurances.

The next day, Uefa had kicked it up to their upper chamber.

This is a very clever move by City on a number of fronts.

If City were to lose this one, it just moves to the issue UEFA want to punish City over, and that'll go down the CAS route anyway.

But if City were to win...it says UEFA are a kangaroo court. It's attacking the foundation for their decision making long before we even consider the decision.

This is a real "ouch". Even more of a declaration of war than we suspected.
 
I wonder what has happened for City to trigger this now? May not be anything specific

Neutrals might just think that City knew that UEFA were about to sanction City, and have decided to pre-empt bad news and make it look like we are in control.

The one question I haven’t been able to find an answer to is how the 5 year “re-opening” of cases is applied. Is it 5 years to reach a decision (is it upper or lower verdict) or 5 years to begin an an investigation or 5 years to notify of investigation. The 5 year rule is supposed to act like a statute of limitations but I can’t find any clear rules how it’s supposed to apply.
 
Let's be honest, FFP was an ill conceived solution to a real problem in football, never intended to help any football team that was in danger of financial meltdown, just ask the likes of Bolton, Notts County and Bury to just name a few. UEFA have been winging it all along, changing the criteria and moving the goalposts to suit, decisions and rulings being left to opinions and interpretation, nothing in black or white, just ask Hull FC who got fined £200k for having the temerity to reach a FA cup final, lose but still get into the Europa league, as the winners were already in a European competition, never in a million years did they expect to make it into Europe so would not be concerned that they'd narrowly flouted the FFP rules, where as Liverpool had made it into Europe for the first time in a few years but were allowed to wipe off multi million pound losses, but there is definately no conspiracy or agenda, mmmmmm! I'm not so sure!
