I can't remember who it was (Gallagher maybe) who described Riley as a robot, a programmable ref rather than someone with a feel for the game. His complete invisibility, and that Arsenal match, don't help create an impression of competence. Having the refs paid by the PL rather than the FA just adds to that impression.

Why would the premier league decide to pay the top refs out of their funds,and not the FA.
