Was probably because he was so ineffective last year that the PR dept had forgotten he existed and hadn't prepared anything for them to repeat so they just said what they saw.

After popping up for them a few times this year (not difficult in a sea of mediocrity) the party official has obviously now done his rounds and got everyone back on message.
