In 2005 the rags sold their club to a Peter Swales, I reckon they have another 15 years of decline we are in safe hands.

No, not a Swales. Swales was a genuine fan who loved City, but was hopeless decision maker. Rags owners make good decisions about how to line their own pockets, but care nothing for the club.
Eventually, this leads to a downward spiral from which there is no escape. We are safe in perpetuity.
