I am confused but not surprised with the Rags transfer policy,
Last year they signed Fred and Dalot, Fred can't get a regular start and when he does he hasn't impressed.
Dalot has just been replaced by Wan Bissaka,
Herrera and Fellani have left without being replaced and Pogba still want's to leave.
Looking like Lukaku is going and to be replaced with a player who scored only 5 goals last year.

And now they are buying a defender for £80 million that they could have had last year for £60 million and no doubt will be paying him much higher wages than if he had signed last year.
